Jos, Nigeria – May 23, 2025
In a significant demonstration of progress and accountability, the Plateau State Ministry for Local Government and Chieftaincy Affairs has unveiled sweeping reforms, infrastructural upgrades, and strategic financial interventions aimed at strengthening local governance and traditional institutions across the state.

This was disclosed by the Honourable Commissioner, Chief Ephraim Usman Gar, during the 2025 Ministerial Press Briefing held at the Ministry of Information, J.D. Gomwalk Secretariat, Jos.
Highlighting the Ministry’s achievements under Governor Caleb Manasseh Mutfwang’s “Time Is Now” administration, Chief Gar revealed that over ₦5.6 billion in salary and pension arrears inherited from the previous administration has been fully cleared. This includes ₦5.6 billion owed to Local Government workers and primary school teachers, alongside an additional ₦1 billion in pension arrears cleared by the State Local Government Pension Board.

“This administration’s commitment to accountability and workers’ welfare is evident in the massive financial interventions we’ve executed. Local Government workers are now receiving their dues without delay,” Chief Gar stated.
A. Infrastructure Overhaul and Security Support
The Ministry has remodeled and furnished both its Headquarters and the Pankshin Zonal Office to foster a more conducive working environment.

Furthermore, in collaboration with the 17 Local Government Councils, 35 Hilux vehicleshave been procured and handed over to security agencies, boosting the fight against insecurity at the grassroots. A **Coaster Bus** was also donated to Plateau State University, Bokkos, while supervision vehicles were supplied to all zonal offices and the Ministry’s headquarters.

B. Strengthening Local Institutions and Governance
Chief Gar announced that all 17 Local Government Councils have been realigned with the State Development Plan to ensure conformity with national objectives, promoting inclusive development.
The Ministry has also conducted comprehensive project inspections across the LGAs, confirming that substantial infrastructural projects have been initiated and completed.

C. Boosting Agriculture and Staff Capacity
To enhance agricultural productivity, the Ministry, in collaboration with the LG Councils, procured and distributed assorted fertilizers to rural farmers.
Staff capacity development was also prioritized through multiple workshops and seminars designed to keep public servants abreast of modern administrative trends.

D. Local Government Service Commission Achievements
Under the Ministry’s oversight, the Local Government Service Commission processed and approved **9,530 staff promotions** up to Grade Level 16, and conducted **43 structured training programs** benefiting over **2,343 employees**. Legal officers have also been deployed across all LGAs to ensure legal compliance and institutional efficiency.
E. Revitalizing the Traditional Institution
The Commissioner noted that Governor Mutfwang has reinvigorated the Traditional Institution by approving long-pending appointments and overseeing the installation of key monarchs, including:
*HRH, the Ngolong Ngas (1st Class),
*Mwo Ywom (2nd Class), and
*Long Kwo, whose coronation is imminent.
The Ministry also released appointment letters for District and Village Heads whose selection processes had been stalled by the previous administration. The Governor has directed that all remaining vacant stools be promptly filled to strengthen local leadership and promote peace.
Chief Ephraim concluded by urging Plateau citizens to rally behind Governor Mutfwang’s vision.
“The results we’re showcasing today are just the beginning. With collective support, we will deepen development at the grassroots and preserve our cherished traditions,” he said.
