In a renewed push for grassroots development and improved governance, Plateau State Governor, Barr. Caleb Manasseh Mutfwang, has called for greater autonomy for local governments, anchored firmly on transparency and accountability.
Governor Mutfwang made this known on Monday while declaring open a five-day retreat for local government executives at the Miango Rest Home in Bassa Local Government Area. The retreat, organized by the Plateau State Ministry for Local Government and Chieftaincy Affairs, is themed “That Plateau May Shine”, reflecting the administration’s aspiration for a united, progressive, and peaceful Plateau.

In a statement by the Information Officer of the Ministry for Local Government and Chieftaincy Affaira, Edward Bulus Damwesh, it was noted that the Governor lauded the initiative as both timely and strategic, noting that local governments remain the closest tier to the people and therefore hold a critical role in driving meaningful development.
“This retreat is not just an event; it’s a call to action. It offers an opportunity to reflect on our responsibilities and to align with the core values of good governance,” Governor Mutfwang said.
“Autonomy for local governments must go hand-in-hand with accountability and transparency. Only then can we truly serve our people effectively.”
He charged the participants—comprising Chairmen, Deputy Chairmen, and key functionaries of the 17 local government areas—to lead with purpose, unite across party lines, and return to their respective LGAs equipped to implement the lessons learned during the retreat.
Governor Mutfwang also cautioned against divisive politics, urging unity among stakeholders for the sake of state-wide development.

Earlier in his welcome address, Commissioner for Local Government and Chieftaincy Affairs, Chief Ephraim Usman Gar, emphasized that the retreat is a platform for learning, collaboration, and innovation. He described the event as a critical moment for strengthening governance at the grassroots and aligning with the administration’s transformation agenda under the mantra “The Time is Now.”
“That Plateau May Shine’ is more than a theme—it is a clarion call,” Hon. Gar stated. “This retreat offers us a chance to think deeply about our roles and responsibilities and to sharpen our capacity for effective leadership.”
He encouraged participants to fully engage in all sessions with open minds—ready to learn, unlearn, and relearn—as they chart a course for more inclusive and developmental governance across Plateau’s local councils.
The retreat is expected to feature sessions on leadership, fiscal management, community engagement, policy alignment, and ethical governance—delivered by a range of subject matter experts and policy advisors.
As Plateau State continues to champion reforms that deepen democracy at the grassroots, this retreat marks another step forward in the administration’s pledge to ensure that local government becomes a true engine for socio-economic growth.
