Inter party Advisory Council (IPAC) Hails N2.5bn Borno’s Annual Investment in Strategic Human Capital at Balami University

The Inter-Party Advisory Council (PAC), Borno State Chapter, has commended the approval of N2.5 bilion annually by the Borno State Government for the sponsorship of indigenes at the Isaac Balami University of Aeronautics and Management(IBUAM), describing the move as a strategic investment in the state’s long-term economic transformation.

In a statement issued on Thursday and signed by its leadership, the umbrella body of opposition political parties in the state said the decision reflects bold governance at a critical stage of Borno’s post-insurgency rebuilding process.”At a defining moment in our state’s recovery journey, governance must rise above routine administration and embrace bold, strategic decisions,” the council stated.

IPAC said investment in specialized education, particularly in aeronautics, aviation management, engineering, and technical innovation signals a deliberate effort to position Borno forparticipation in high-technology and globally competitive sectors. According to the council, the annual N2.5 billion allocation should not be viewed as a recurrent expenditure but as a calculated investment in the future architecture of the state’s economy. “Aviation and technical management are frontier industries capable of unlocking new employment corridors, strengthening infrastructure development, and reducing structural dependency on external expertise,” the statement said.

The council noted that sustainable recovery requires more than physical reconstruction, stressing that rebuilding efforts must include the cultivation of elite technical competence, managerial excellence, and sector-specific expertise capable of driving institutional reform and economic transformation. IPAC further stated that if properly implemented, the initiative would produce a new generation of aviation and management professionals rooted in Borno, while expanding the state’s participation in Nigeria’s growing aviation and logistics ecosystem.

It added that the strategic partnership could attract future investment in technical and transport infrastructure and generate long-term economic multiplier effects through knowledge transfer and innovation. However, the opposition body emphasized the need for accountability and transparency in the implementation process.”As representatives of diverse political interests committed to accountability, we emphasize that bold investments must be matched with transparent processes, merit-based selection criteria, clear performance benchmarks, and structuredreintegration frameworks. Public confidence is strengthened when strategic spending is guided by fairness, equity, and measurable outcomes,” the statement added.

Reaffirming íts support for progressive policies, IPAC said Borno’s future must be built on competence, inclusivity, and strategic foresight.”As opposition parties, we will continue to support policies that genuinely advance the long-term interests of our people while constructívely advocating for transparency and optimalvalue for public resources,” it said. The council congratulated the state government and the people of Borno for embracing what it described as a progressive approach to human capital development.”With proper oversight and structured implementation, this annual 2.5 billion investment can become a cornerstone of Borno’s economic diversification and institutional renaissance”.
